Is there a guide to which lvl you get your powers at from each power set?

It's every even level to level 32. Then every 3 levels after that.

If you're on a Windows system, there's a build planner called Mids.

Just head over to http://www.cohplanner.com and download it.

It'll allow you to see what levels you get the various powers and enhancement slots at as you're building a hero/villain.

Also, if you want to import your LIVE build from City of Heroes, you can do so with a little tool called Titan Sentinel.

Level 1 - 1st or 2nd Tier Primary Choice, 1st Tier Secondary Mandatory
Level 2 - 3rd Tier Primary, 2nd Tier Secondary
Level 4 - 3rd Tier Secondary, 1st and 2nd Tier (3rd Tier if Travel Pool) Power Pools
Level 6 - 4th Tier Primary
Level 8 - 5th Tier Primary
Level 10 - 4th Tier Secondary
Level 12 - 6th Tier Primary
Level 14 - 3rd and 4th Tier Power Pools (need at least one 1st or 2nd Tier to unlock 3rd Tier, need any two Tiers within the pool for 4th Tier), 4th and 5th Tier Travel Power Pools (need any two Tiers within the pool for either 4th or 5th Tier)
Level 16 - 5th Tier Secondary
Level 18 - 7th Tier Primary

Every level I listed you get ONE* power pick from anything you have unlocked. You can have a max of 4 Power Pools, and 1 Ancillary/Patron Pool. So, not counting any inherent powers, everyone but EAT's will have 24 powers at level 50, selected from a max of 39-43 choices (depending on how many travel pools you dipped into, since they're the only power pools with 5 power choices).

Errant gave you a good answer.

He didn't mention (though it goes without saying) that the unlock levels he listed hold true for ALL powersets.

For example: The 4th power in your Primary set unlocks at level 6. Which primary it is doesn't matter, that's when you get whichever power it is.
