1) Time’s Juncture starts with a -15.63 (tgt) to hit. So, I only need a defense of 30 to reach the soft cap versus all minions, lieuts, bosses, and AVs in the radius?

2) Time’s Juncture does not have an accuracy rating in Mids, so I’m guessing auto hit? Or are lieuts, bosses, and AVs "to hit" affected differently?

3) In theory, for a soft cap defense, my formula would be: the positive value of my Time’s Juncture’s Value plus my defense needs to be equal or greater than 45 or higher for incarnate. Plus, the TJV may increase with enhancement sets and decrease the required defense also.
Formula: abs(TJV) + Def => 45 or (# for incarnate content).

4) What is the soft cap defense for the incarnate content?

5) Do I need a higher accuracy to hit with Time Crawl on lieuts, bosses, and AVS?

6) How much does Time Crawl’s delayed effect affect the other time powers like Time’s Juncture’s -To Hit, - Dam, -Speed for example.?

I clicked on the Time Crawl button in Mids (figuring that will show the delayed effect), but the other Time powers that say they will have greater effect on delayed targets show no change. Again, I’m guessing it’s a work in progress being a new powerset, but Mids is Great and VERY appreciated. So, I have no complaints at all.

Yes, time's juncture is auto-hit.

Keep in mind that enemies that are higher level than you will resist your debuffs just like how they resist your damage a bit more. Also, lieutenants have 5% and bosses have 10% tohit debuff resistance. That's probably not big enough for you to worry about though. Archvillains, on the other hand, will resist your debuffs by about 85-87%. Depending on the AV, it may be safer to stay out of their range than to hit them with time's juncture.

Time crawl doesn't need more accuracy against higher ranked enemies. Obviously specific enemies may have defense against certain things, but having a higher rank doesn't automatically give something more defense.

In my version of mids, time crawl DOES show the increased effects to other powers. I'm using version 1.957

Time Crawl, meh. It's not nearly needed as most think. It is useful, but it's not a must have IMO.

Standard Softcap is 45.
iCap is 59

+4's will resist half or more of your debuff. Fully slotted and resisted that's 11%, so you'd want 34% defense all. This improves with the alpha shift.

Level matters for you to-hit them, not rank. Mids can adjust for this if you use the exemp settings options.

Power Boost, Power Build up, and Clarion Radial T4 all can be used to boost Far Sight significantly - be aware you have to do this by hand, as mids boosts toggle powers as well and can lead to misleading results. As a defender there's no reason to not easily hit the standard softcap to all. iCapping is not beyond reason.

Clarion Radial T4 is a mixed blessing depending on what you are fighting and how crucial that 30s status protection gap is vs the extra defense.

I kept Time Crawl on my final build. It's good for holding bosses and the -regen is ok to help stack on an AV, but other than that it doesn't get used much.

I actually have my Time/Ice just short on melee and AOE defense (41% without or 51%with Clarion Radial) going for Musculature Radial damage/to-hit debuff instead. It works very well anyway as I stay in melee and use the Dark Watcher's proc to keep the bad guys in melee with me.

What I did was changed base to-hit to 39 under the 'exemping and base values' tab in options. That gives me the accuracy of powerse against +4 enemies.
