Dual boxing limitation: Processor or graphics card?

If I wanted to run a second instance of City of Heroes, what is the most limitating factor - the CPU or the graphics card?

For example, if a system normally has an acceptable frame rate but drops to less than 5 fps (on both clients) once a second client is running, is that more due to CPU load, or a problem with the graphics card?

try this

run program manager (control+alt+del)
run each instance and pay attn to the resource usage
if it jumps to 100%, then CPU could be it, but my bet is the GPU as I had two similar laptops, but one had twice the GPU RAM and it was able to do two instances on moderate settings while the older one had to be in safe mode for both.

potentially memory

You can set the fps of your inactive instance to cap at a low level - 5fps is common which should bypass most GPU limitations.

Also if your doing it on a laptop - I'd guess the limiting factor would be more likely to be the lack of adequate cooling.

Which component your specific system will be most affected by will depend on that system's makeup.
