Got it to work after a lot of pondering. It took putting the files in the right directory, telling the game that the files were there as if I were installing in a different directory, and doing a hard Task Manager shutdown on the Launcher program. When I brought it back up, I was able to successfully verify and repair files. My friend is now on CoH.
