Try closing City of Heroes and then logging back in.
If this doesn't correct it, it may be a problem with your account. At that point, you would need to get a ticket in to Support for them to check your account.
I've had the same thing happen to me, and the logging out and back in again trick worked for me. Hope it helps you.

My pet peeve is people who refuse to acknowledge it when I tell them my character has unlimited power. If I rp attack them they are of course disintegrated beyond the ability of any hospital or magic to restore. You don't need to close City. Most of the time all you need to do is go back to the server list, then back into the character list. This refreshes your connection between the store and account databases, and fixes the issue almost every time.
If that doesn't work, log out and back in. (Have only had to do this once, ever. Out of many times getting store/account disconnects.)
If that doesn't work, close down and restart. (Have never needed to go this far.)
If that doesn't work, contact support. (Likewise.)

I bought the powerset 20 days ago, made a toon, played through the tutorial, then put it aside for later.
I come back and it says the character is locked because I have to purchase Titan Weapons powerset. So I figure, maybe a mistake, click on the link to market, click buy (I have plenty of points) and it says "The quantity requested exceeds the current maximum allowed. Please reduce the quantity selected or try again later."
I checked Known Issues, what is wrong?
