Okay first off, the Intel graphics aren't really meant for gaming.
Second, your drivers are about 3 years out of date (and as far as I can tell there just aren't any versions newer than yours).
Third, you've got 2GB of RAM (of which the video is eating half a gig of it). CoH can eat up 1.5GB easily.
On top of that, you're at max memory for that machine.
Honestly I don't know if there's much you CAN do.
Here's a couple suggestions.
- Defrag your drive. It'll reduce the amount of seeking (disk I/O) the system needs to do for CoH files.
- Shut down any and everything you're not actively using (including all the VAIO tools if possible).
- Start the game in Safe mode
- Start the NCSoft Launcher
- Right-click on City of Heroes
- Select Properties
- Check the "Start in Safe Mode" checkbox
- OK
- Start CoH
- Then start SLOWLY adjusting your graphics settings upward.
- Once you start getting screwy behavior, back it off a bit.
Like Hyperstrike said, your pretty limited in what that system can do. There are several programs that are loading that you may be able to disable to help improve the performance.

Skype is pretty resource intensive. After a quick look at some others, you might wanna consider disabling those listed, and I think depending on your Mcafee version, you want to disable Defender. [Windows Defender] %ProgramFiles%\Windows Defender\MSASCui.exe -hide
But do some research on that option before you do. Better safe than sorry. Shutting down all unnecessary programs will help, but not sure it will be enough to get you running w/o "ANY" lag.
I downloaded City of Heroes a couple of days ago and have always had several issues. The game is lagging in all locations, it's especially bad in Atlas park where I would expect possible normal game lag because of the number of people. The game has crashed and has disconnected me every time, the length of time I am logged on before this varies but usually within 15 minutes or so. If I am playing for more than 10 the color starts flashing hues, it will go to red, then blue, then yellow, etc. I have tried turning the graphics display down and that helps with the lag some but does not get rid of it. I also tried updating my driver which did not help. Any input at all would be greatly appreciated since this seems like a fun game to play and I'd like keep playing!
