First of all, welcome to the game.
Second of all if you're looking for a PvP build for your tank, I suggest asking about this toon in the PvP section of the forums located here. The difference in how characters play in PvE vs PvP is significant. Enough so that any advice that you'd typically receive in the Tank forums probably wouldn't be as helpful as the advice you'd get in the PvP forums.
