My Fire Melee/Electric Armor/Blaze Mastery Scrapper just hit level 32 on SOs, and now it is time to give her a proper planning for IO sets. This one is proving to be tricky for me, and I am not 100% certain what I should strive for. My initial thought is to try to build up her various resistances, and with the current tentative plan I have hashed out, I've only been able to achieve the following resistance values:
These were managed without gimping damage or accuracy, and on top of it all, I've managed 17% in endurance recovery bonuses (Hopefully this is enough to allow her to take something other than Cardiac as her Alpha when incarnate time comes), and some decent recharge.
However, defense is still completely insignificant: 3.8% Psi, 1.9% AOE, .9 Fire/Cold, and all the rest 0.
Am I heading in the wrong direction trying for resistance? Are those resistance values enough without a defense layer in front of them, or are they useless due to not being near the max (other than Energy)?
She is taking everything in her primary and secondary except Breath of Fire (due to not being able to customize it for the casting animation like Fire Breath), Confront (not a tank, so not the primary aggro magnet on teams), and Lightning Field (again, not a tank, and uses far too much endurance for the little amount of damage it does.)
For pool powers, she has Hasten, Super Speed (stacks nicely with the stealth IO in one of her prestige sprints), Boxing (as the prereq for Tough), Tough, and Combat Jumping (because with just Hurdle, her battlefield mobility just felt way too sluggish).
Only other aspect of this initial plan I am uncertain about is whether or not having each of the three shields plus Tough only 2 slotted with Impervium Armors (Resistance / Resistance/Endurance) for the recovery bonuses is right, or if I need to try to work a third slot into each?
Oh, and one other thing... Should Power Surge be taken as soon as it comes up, or is it safe to put it off until late in the build? At the moment, I show it being taken at 38. Power Sink is at 50. Should I swap those 2 around and take Power Sink at 38 instead? (35 is where I take Char, and it is being 6 slotted with Ghost Widow's Embrace.)

Fire: 36.7%
Cold: 41.7%
Energy: 75%
Negative: 30.7%
Toxic: a measly 5%
Psionic: 50.8%
