I ran through Dr. Weber's and Lt. Harris' story arcs. When I got Ouroboros, I went to do Fire Wire's arc. The last mission is to talk to Lt. Harris; however, because I already killed Harris in his own arc, he was removed from that character's 'world', which makes it impossible to complete Fire Wire's arc.
