WM/SD Scrapper assistance requested
One with the Shield is an odd place to put a Performance Shifter proc. I'm not sure if it would check only when you activate the power, or every 10 seconds for its duration, but either way you're not getting much use out of it. Since Stamina is underslotted, there's a better place to put that slot if you're looking for help with endurance woes.
A long-recharge AoE is not usually a good place for a res debuff proc.
The Absolute Amazement proc isn't great, and also mostly unnecessary since you're softcapped.
The Force Feedback proc won't go off terribly often in Shatter, due to not hitting a lot of guys at once with its narrow cone. It would be much better in Crowd Control. You might consider swapping the slotting on those two powers.
Otherwise, looks like a pretty good build. If you want more defense debuff resistance, there's also always the option of taking Grant Cover and slotting Membranes in Active Defense.
I also think it's a soild build, for a Shield Newbie. Shield is a good set; even when I didn't quite get the difference between defense and resistance it stood up to alot with bad slotting. I redid the build a bit, keeping in mind your high budget.
I dumped Spring Attack for Grant Cover. You have enough AoE. Spring attack is just a watered down Shield Charge and is best on sets LACKING AoE like Super Strength. The AoE Res Proc was moved to Crowd Control (With Scirocco's Dervish) which is up more often anyway giving you more chances to nail the proc. The Obliteration set was moved to Shatter.
Grant Cover was set in it's place. It's home to alot of Defense Debuff Resistance, plus it gives your allies (Not you though) a defense boost, making you a better teammate.
Six slotted Deflection and added a Resistance set for the HP Bonus and the extra Resiatance.
Also moved the Regeneritive Tissue Proc to health. It'll be more useful there if you exemplar down. Likewise with moving the Shield Wall Proc to Battle Agility.

Yup, I mostly use WP, so Im not as good with the different defensive styles.

. I have a couple more questions.
First, I noticed the LotG speed placed in Grant Cover broke the rule of 5. Furthermore, I mostly solo and with todays game being as it is at higher levels, is adding this power worth it so late in the game with so little return? Of course the extra hit points and regeneration are great, so I made some changes. I moved grant cover down and put three wall shields in there instead of LotG. This freed me up a slot since I took it away from Battle Agility. I added the extra slot into Hasten. Of course my questions would be
does the Wall Shield bonus (+3 res) work even when not activated? Is there a better slot and does Grant Cover really help since I cant use it to add recharge time?
Hopeling, I see your point about Absolute Amazement. I still fear my potential overall end issues. I changed the Chance to Hit Proc to End/Stun. Since I mostly solo I thought adding in some extra stun would be a benefit and fun to watch. What I also noticed is that Mids did not show any extra bonus to the stun with the new Absolute Amazement. Is the stun effect capped to level 2? If so, any ideas as to a better slotting?

The Shield Wall unique is a global bonus, if I recall, so it should still work even when the power is turned off.
Slotting for stun does not increase the magnitude or chance of the stun happening, only the duration. Since Whirling Mace's stun has a low magnitude and chance of happening, I don't usually bother slotting for it, I'd rather just use a generic end reduction IO.
If possible, I think you would benefit from 1-2 more slots in Stamina. Grant Cover is probably the best place to take the slots from. If necessary, the heal enhancements in Health could go too (if you decided you want Membranes in Active Defense, for example).
It was kinda late when I was tweaking, LOL. Although swapping the LotG in Phalanx Fighting with a Kismet +6 Acc would have solved that.
Your rebuild looks pretty good as well. Kudos.
As for Grant Cover, it's still useful for solo if your fighting anything that loves to debuff your defense (Cimeoreans for example) but if your not running into Defense Debuffs and your not on a team you can just leave it off.

Found myself with some time recently to get some crime fighting in and been having a blast with a couple of toons. Now I want to ask about a WM/SD scrapper I'm working on. Although I've played CoH for a couple of years I've yet to make a shield toon, so I don't really know what I'm doing. I'm having a bunch of fun with this guy and could you professional advice. I took some ideas off of the scrapper section, but made some modifications for what "looks" right, but might not be.
Any assistance would be appreciated.
