My Third Build
I've now altered it slightly, since testing of it made me realize endurance recovery/usage could be improved (as well as recharge), and I really, really, really missed Inky Aspect. That, and regeneration bonuses weren't as important to me as achieving better endurance and working on the new "timing" of this build.
I have no earthly clue how I'm going to get 2 billion for the PvP IO, but that IO did allow me to change around some enhancement slots to further improve on the build, so I guess I'll just have to start saving! :P

Also, further testing has just solidified in my mind that although Ebon Eye and Essence drain are great damage powers, I just don't use them that often in my attack chain--I sometimes use Ebon Eye when taking down an AV with a team on a TF, but I never use Essence Drain at all, and prefer Dark Detonation to it for AoE.
Personal preference, I guess...

If you're just going for s/l it's more beneficial slotting Kinetic Combats than Reactive Armors because you get a greater defense bonus for the same amount of slots. I was able to get you a full Hecatomb set into G Well... I dropped Vengeance but the lost LOTG was made up for w/ Hecatomb. (Wouldn't worry about vengeance much on a softcapped build- You'll find it largely unnecessary most of the time.) The defense was made up by 2 slotting tactics w/ reticles, yadda yadda, long story short: You get a bit more recharge and keep your defense and now you have a single target attack chain.
I switched your defense slots to Enymes because it lets you get more defense for less slots, which helped with things like working a -Res proc into OD and getting optimized enhancement values for your pets. It's also nice to have the extra recharge IO in Eclipse for exemping.
Edit: Doh! I just noticed that Vengeance was on your favorite powers list. I used to always feel like it was tremendously useful also, but I noticed once I started playing high defense builds that it really wasn't as necessary. I can still see not wanting to drop it though, I'll play around some more and see if I can't fit it back in to my "version" of your build.

I had stated a long time ago in a thread long forgotten that if the developers ever saw fit to add another build to the two we could already switch between, I'd use it for either bi-form or defense-based experimentation.
I've always ran a Chaos™ (haha) human-former on my first build and a tri-former on my second build that's a little more "exemp-able-friendly."
I just returned to the game after a long hiatus (dang school!), and noticed that we now have THREE builds we can switch between! YES!
Well, after a few conversations about builds with several members of the Kheldian community, some insight into defense-based builds via TwoHeadedBoy, and a ton of experimentation in THE NEW RELEASE OF MID'S HERO DESIGNER, I've finally come up with a satisfactory human-only build that softcaps S/L defense, maintains a good bit of damage (both ST and AoE), and doesn't get rid of some of my "pet favorite" powers like Super Speed and Vengeance.
*Note*
Hasten is still about two and a half seconds from perma, and I do realize that I don't have Apocalypse slotted in Shadow Blast. Between pulling all the purple sets off of a couple of my scrappers, a friend of mine who quit the game giving me the Kinetic Combats, and buying the rest from the market, I ran out of money, and can't afford to get them. However, the damage is still close to maxed out, I still have a 6.25% Recharge bonus, and there's a chance for Build-Up in there that I think might slightly offset the fact that I don't have a purple set in there.
