help picking a secondary
If you're looking for pure damage numbers I would look at DB or katana, maybe claws. Street justice is a good set but it is more for stuns/KB mitigation, less a pure damage set. Titan weapons looks like it will fair well after the numbers are crunched. EA is a good secondary to pair with most things. Regen or willpower or super reflexes all are popular as well. What do you want this character to accomplish?
If you want a lot of defense SR or wp with a katana or broadsword get you there. SR needs endurance help while willpower is balanced.
If you want a top notch high end build with no regard for cost... roll up anything regen...though a single sword St with parry gets you to soft capped defense well.
If you like something different with a good balance try kinetic melee with shield...and kinetic melee is going to be good for damages. Though some of the "windup" times lag compared to other sets it is a lot of fun.
For EA personally I think TW may be a good fit for a steamroller type character...and the end recovery should keep you steamrolling a good while.

looking at the street justice numbers it doesnt look like its lacking in damage... i could be wrong tho. i would like to be able to solo atleast +2 x8 missions and maybe solo an av
I just got my SJ/EA to 38 today so I'd say I have a fair amount of experience with the combination. My verdict? It is stellar. New EA seems tailor made for scrappers in that it has no advantages when used by a brute instead, plus it's a really powerful defensive set. The endurance situation is a tad painful until level 35 but once you're there you're golden. SR is easier to use but weaker in the end and I find shield distasteful by comparison as well. No specific reason I guess, it just doesn't have as interesting a tool kit.
SJ, for its part, is equally versatile. Very solid single target, very solid aoe, very interesting gimmick. Unlike traditional sets there isn't a clear best chain and in practice this means that you won't feel as constrained when you're in unusual circumstances. Sweeping cross, for example, makes a perfectly good single target finisher before you get crushing uppercut. Once you have it, though, SC remains viable on occasions when you want to save your big hit for a more strategic target but need the combo level 3 damage boost to finish off the current object of your lack of affection. Oh, and the set is loaded with reliable control and debuffs.
Let me close by putting it this way: Titan weapons, how cool is that set? It's ridiculous, really. Amazing aoe combined with fiendish single target and great controls and debuffs. I just ran a manti today with a team full of titan weaponists, a couple of whom had spent a few billion more than I had even though we were all high 30s, and I had no trouble leading the charge and wrecking up spawns by myself when the kill alls encouraged us to split up for efficiency. Awesome sets that go very well together, particularly on a scrapper.
ive been also hearing claws does the most damage? i havent been back to the game for that long so this is news to me
Claws does a lot of damage. It was one of the original AV killer sets...more recently it has gotten lost...but I rolled a claws regen years ago when they were fixing MoG. I have not been disappointed as it was a real mob shredder...I am working on dusting him off for endgame now. Have to tweak my build and spend some money on him but I will be doing incarnates with him soon.

ive never played a scrapper for more than a few levels, and i know theyre very similar to brutes but a little less durable. i was looking to try street justice with ether /sd , /elec or /ea .. lately ive been hearing alot of good things about ea and ive never played that set before so it would definetly be interesting... also how does street justice stack up to the other primarys in terms of single target and aoe damage. thanks for the help!
