I was just on beta, I checked my main and the Nice Halo is still available. Under Auras>Halos>Nice Halo(or Nice Halo - Combat).
I didn't see the question about the vampire collar until I logged out and came to post this reply, so not sure about that one sorry.

Since the costume editor was updated for Freedom, I cannot find my Halo auras in the costume editor for the toons I've unlocked it for and I do not see it as an option to choose in the auras section.
