Not bad. You're within one purple of the soft cap on ranged and AoE, so you have soft cap on demand. Recharge isn't amazing, but it's decent. You have the Theft of Essence proc, which is pretty essential. I'd want more knockback protection, and on a Scrapper with this much mitigation, you may find yourself taking more damage from Oppressive Gloom than it's preventing, which is why I prefer Cloak of Fear on Katana/Dark. I'd be worried about endurance, though, and Cloak of Fear would only make it worse.
As a point of comparison, below is a "cheap" soft cap build by Ramia Angriffe with a few modifications by Iggy Kamakaze. It gives up recharge and a mez aura, though, making it less of a Dark Armor and more of a something else.
Something to consider would be something about halfway in between and taking advantage of incarnate powers. Use Barrier to soft cap when you really need it, and settle for 40% ranged and AoE. It's those last 5% that are really difficult to pull off, and are also rarely needed with Katana. That should free up a lot of the room in the build for Hasten and other goodies like you have in your build, and hopefully for Cloak of Fear. Then to deal with the endurance problems, pick up Cardiac Core, which will also boost your resistance a non-negligible amount.

Werner thanks for the build and feedback. I'll dig into it a little more to see what I can do about Hover, I'm not too keen on Hover-scrapping and that build depends on Hover's Def to get from 43 to 45. Incarnating isn't really viable, outside of the alpha slot. I think this character is probably about #20 on my to-incarnate list. At the rate I do incarnate trials, that should happen in the year 2020.
If you don't mind Werner, I do have a follow-up question for you. The build you provided put Gaussians in Tactics and left build-up with just the base slot in Build-Up with a Recharge IO. Would I not have better DPS putting Gauss in BU (increasing it's recharge) and just an End Redux in Tactics? Or even Focused Accuracy (assuming I'm Cardiac Alpha and can deal with the cost)? I'm really a fan of FA's -tohit resists. Making that modification makes BU's recharge 44.7 seconds. With just a recharge IO BU takes 52.97 seconds to come back up. A "gut answer" is sufficient, I certainly would never ask someone to crunch numbers that I am simply too lazy to.

A) It will check for the build up proc every 10 seconds in a toggle power, so over time it will fire more frequently than if it were in Build Up. Tactics is a better power to put it in mostly because FA's end cost is so high.
B) Gaussian's does not have a great deal of recharge in it, but it does have a significant amount of end reduction. That means it makes more sense to put it in a toggle power over a long recharge click power.
Now, having said that, I put Gaussian's in Build Up on my Broadsword/DA for a more practical reason: I just didn't have enough room for Tactics in my build, or enough slots to give Build Up enough recharge AND slot Tactics up. I had to choose one or the other, so I made the choice that worked best for my build. It was no big loss for me because I only use Build Up before AoEs or in AV fights anyway.
Look into putting Eradication into Flashing Steel (I'm presuming you are slotting for positional defense? Yes?). Eradication gives you: 1.8% max End, 1.56% ranged defense, 2.25% Max HP, and 3.13% AoE defense if you six slot it.
My build has Eradication in all 3 primary powers that will accept it, and i have 4 of them in Death Shroud with a couple Multi-Strikes for end reduction.
Doing it that way my build is softcapped to ranged without Hover, and is sitting at 43.9% to AoE, which is close enough in my book.

My Kat/DA goes back a long way for me. Due to focusing on other characters, I put her aside a while back and haven't played her much since IOs came out. But it's time for that to change (I think). I'd like to make a proper IO build for her, though nothing too exotic, no PVP or purple IOs. So I'm shooting for a "good enough" build. Good enough to take on a speed ITF and solo cysts. Yes I know that's hardly a mark of an elite character, that just shows the bar I'm setting.
My goal was soft-cap melee def (with 1 Divine Avalanche), with good range and aoe, adding recharge where I could.
Endurance looks terrible with FA running, so that's just for when I get debuffed for now. I'm guessing Cardiac is the way to go for endurance and resists.
No damage in Divine Avalanche bugs me, but I don't see where to steal slots from.
