REQUEST: Rad/rad Defender Build.

Hello everyone... i have recently got back to playing this lovely game, and i was wondering if any of you kind ppl would help me make a good rad/rad defender build.
i would like it to be IO's ofc

and i would like it to be somewhat pvp viable too...

What is your approximate budget and how much time are you willing to spend to earn some alignment merits to make purchases if you do not have enough inf? Also are you willing to go redside for patron powers?

ill do everything but redside atm :P
and budget wise i think i can manage around 300mil
but i would like to havre an ultimate one to work towards too

Ill just bump this for a rad/rad defender pvp build :P
