If you want the badge, just piggy back with a non-VEAT who are doing the 3 introductory arcs that lead to the arc that evenutally gives it because you can't start it. From personal experience, you would need to do the badge arc yourself and not through another player starting the arc for you to get the badge. By then, you wouldn't need to piggy back.
I actually just ran into this problem on my Badger last night, working on getting souvenirs. You can run the intro arcs through Oroborous, just I think that due to the phasing, you still have to run the contacts in the correct order. I couldn't do the Doctor or the guy who intro's you to the Lt. until I had completed the first arc. They show in Oros, but you can't start the arc.

As someone who really enjoys the look of new mercy, more so once the areas fully phased. and as a heavy Arachnos RPer i was saddened by this. however i did get back that the teams working on fixing it, i thought it would be prudent to post it ahead of time in case in other VEATs wanted to flashback.
