Can't start "Negotiator" badge mission in Ouroboros

Like the title says, I can't start the "Negotiator" badge mission in Ouroboros. When I select the mission, it says the following:

You have been temporally scaled to the maximum security level of this time stream. You will remain this way until you leave or complete the taskforce/strikeforce.

You cannot add that contact.
I think the Ouroboros version might be trying to point me to a contact in old Galaxy City...



EDIT: Note that this was on a new Street Justice character, created AFTER the launch of Issue 21 (obviously).

Main Hero: Chad Gulzow-Man (Victory) 50, 1396 Badges
Main Villain: Evil Gulzow-Man (Victory) 50, 1193 Badges
Mission Architect arcs: Doctor Brainstorm's An Experiment Gone Awry, Arc ID 2093

Same thing happened to me. At first I thought it was because I was too low level, but it let me do the mission that gets the 'Spelunker' badge.

This is happening to all characters. I tried it on an existing character, after I heard it was a problem; it is confirmed that it is still pointing to the old Galaxy City contact. I /bugged it; be sure to do the same.

I find your lack of signature disturbing.

Try finding a low level toon that has one of the other two contacts, Paula Dempsey or Tony Kord to get the badge, that's what I have been doing with no problems
