Well I /bug'd it in game. So I'm sure the devs will fix this potentiall (pvp) game-breaking bug.

Have they fixed Mind Control/Total Domination for Controllers yet? I'm pretty sure it has a 7.5 second duration also.
Diminishing Returns does not affect the hold duration of the controller /poison power "Paralytic Poison".
