AFAIK, Paragon Protector and Vahzilok Eidolon are not gender-specific, but match the (current) gender of your character. So those would be female costumes if your character is female.
But yeah, most of the "cool" options are missing, and that includes more than 50% of the female options you normally see at Halloween.

I believe this is because those are costume codes that are given out, and the Devs wanted to keep those special/exclusive to RL event meetings, Holloween, and the odd contests.

Anyone else notice the lack of female NPC Costume Powers?
- Carnival of Shadows
- Crey Paragon Protector
It seems as though there is a touch of sexism in the market.
Out of the NPC factions that are listed under there, here is a list of the ones that could have possibly had female NPC Costume Powers;
- Vahzilok Eidolon.
While it is a tiny list, it would have been nice to see the female counterparts of these factions in the market.
