The veil from the wedding pack is exactly that, it's essentially a cape that is attached to the head instead of the shoulders.
Unless I'm greatly mistaken about what's involved, the tech to do it is already in the game and being used. Probably wouldn't be too awfully difficult to adapt it from a veil to a headband.*
(*I don't actually know how difficult it is or isn't, it just seems that using existing code for a new application would be easier than writing new code)
