Black screen flicker remains

I just bought a new laptop. A Dell XPS L702X with 6 gigs ram, an Intel Core i3 and a Geforce GT 555M GPU. When playing CoH everything runs smoothly except for one thing. Every few minutes or so (usually around every 10 minutes maybe) I get a very short one second like black screen flicker. Although this does not make the game unplayable and it's very short it is still very annoying especially since it's a new pc and everything else works fine. My old pc was running laggy and I bought it so I could run CoH smoothly so it really bugs me that there's this one thing. I tried the advice of others on the forums such as disabling shadows or ambient occlusion or all ultra/advanced settings even and even disabling vertical sync and turning the mouse color to compatibility but nothing has worked so far. The screen flickers everywhere in missions and outside and in praetorian and paragon city areas. I noticed that for some people it only happened in praetoria or outside but for me it happens everywhere. Nothing I tried so far has had the slightest effect whatsoever. Anyone know what to do?
