Did you go into the Incarnate interface, click to another power type, then click back?
Unfortunately the Incarnate screen doesn't auto-refresh. So it may not really be "gone".
Clicking on the linked image above will take you off the City of Heroes site. However, the guides will be linked back here.
Nope it was gone alright. A GM had to give me the rare I tried to downgrade to. I'm just sharing my experience in this thread to warn others.

Just passing on a little issue I had to the community. When I tried to downgrade a very rare to a rare the v.rare got deleted and nothing else happened

I wasn't going to touch my v.rare but while on an AE mission I decided that I needed more regen so tried to craft an alpha inside the mission.
The GM's recovered my rare (bless you) but it took a few days. Hopefully the team will confirm this issue and fix it quickly.
