Loading PowerCust Files?

While playing around on the beta server I made a new character, with highly customized power coloring. I decided to copy the costume and power files from their folders in the beta directory to my live directory. The costumes (in the costumes folder) load(minus the stuff that isn't live yet), but the powercustomization doesn't appear in my list when I try to load it(placed in the powercust folder in my live install directory).

Any idea why they won't read? I'm pretty sure I copied a costume and powers to test server once when the copytool wasn't working for a dev event and I wanted my costume updated, but this is my first issue/major patch ive played on the beta server for.

Also, the costumes appeared in the list while in game(after closing and re-opening the load screen), I could have sworn power customization updated without a restart too, but I deleted a bunch of stuff from the folder, and closing and reopening the powers load window showed the deleted ones still in the list .
