Claws/Regen Scrapper Needs help
I remember seeing a post sometime ago that had about 10% more defense to almost everything but fire/cold. The build did not have the widow pet or super jump. Would like to keep both. I returned to the game a year ago, so the learning of all the numbers is still a WiP. As you can see by my post count. I don't post much.

I've been tweaking a Claws/Regen scrapper since early 2006, so I have some advice for you, up to you whether you take it or not.
First, you put off Slash a little too long in my opinion. One of the great thinsg about Claws is it's ability to have a full attack chain by level 18.
And you took Maneuvers WAY too early. I usually take Maneuvers at 35 or so, since I never take the rez.
Second, while most of your IO set choices are good, a couple of them are inefficient. I would replace your slotting in Reconstruction, Dull Pain, and Instant healing with 5xDoctored Wounds instead. You don't need the HP bonus from Numina's, and you shouldn't need the reovery bonus from Miracle. What you DO need is the recharge from Doctored Wounds.
Drop the BotZs from Super Jump. Since it looks like you are going with typed defense, you are getting barely anything out of 3 slotting it (0.64% to E/N/F/C)
I'd try to fit in 2x Rectified Reticle Follow Up for a little more S/L defense.
As to why you don't need the HP bonus from Numina's. If you follow my advice in addition to the slotting you already have, you will be WELL over the threshold of Perma-Dull Pain. With the ability to permanently cap your HP, any max HP bonuses are completely wasted.
I'm assuming you know how expensive the purples and PvP IOs you have in there are, so if you can afford them they aren't a bad route to go. I wouldn't bother with the Shield Wall +Res though, you don't get enough resistance to anything to really make it worthwhile. It takes you from ~24-25% resistance to S/L to around 27-28% resistance. You'll pretty much never notice it.

Okay, listening to your suggestions. I changed it up a little bit. Much more recharge then I had before. Money is not really an option, Finding the HO's maybe. (That entire sentence just sounds wrong) May work on this as a secondary build in phases. This is a twin toon concept so this toon will be made twice and played together. Still took Spin over Eviscerate. Won't worry about the incarnates till later, but was thinking Spiritual for alpha.

My main has an attack chain that consists of Follow Up - Spin - Eviscerate. It absolutely destroys tightly packed groups. Eviscerate's cone is wide enough that it is not at all difficult to consistently hit 3-5 with it.
Also, all scrappers have one attack that has a higher chance to crit. Eviscerate is that attack for Claws. It has a 15% chance to crit, as oposed to 5%/10% for the rest of the powers.
I suggest having both Spin and Eviscerate if you can fit them in. I dropped Shockwave to do it on my build, but if you want to keep it I'm not sure what else you could drop to take it.
I like Eradication for AoEs, but you don't need the HP bonus from the 4th one, so if you want some more defense, do 3 Eradication/3 Cleaving Blow in your PBAoEs.
Not sure if I'd use the -res proc in an AoE. Stuff is going to die so fast anyway I'm not sure how much benefit it would really be.

Hmmmm... could drop Shockwave and take Eviscerate. I like Evis, yet the animation time is a tad long. Switch out the Ragnarok's with Armageddon's. Could also take the -res slot off spin and put it on Eviscerate, and put a set of Obliteration's there. Yet not really knowing what its like to play this toon past 40 is confusing a bit. Been trying to work a build for this toon and store away the high dollar IO's I will need. As to the -res proc, I to was wondering if it would be worth it on spin. Thought that maybe if it did fire off it would -res the mob I am fighting.

The best use for it I've personally seen is putting it in Sweeping Strike on a AV killing Dual Blades build. Blinding Feint-Attack Vitals is a pretty good chain and doesn't require a lot of recharge. You can get 2 -res procs in it that will stack with each other (but not themselves).
Honestly, your original build was pretty good. Just needed a little bit of tweaking to improve the performance and get rid of some of the redundancies (like a lot of +HP bonuses when you have Perma Dull pain)
Putting Obliteration in your AoEs is a decent option. If you have Spin and Eviscerate both you'll max out on 5% recharge bonuses, and will definitely be over the threshold of perma Dull Pain.

ClawsandEffect, you helped greatly. I have the -rez already stored, and have a DB/WP Brute and a DB/Regen Scrapper. So I can see using that with one of those build. Will have to dust one of them off here soon. Can't wait to get the twins to 50 and see just how much fun they will be. They already are pretty enjoyable. The Rularuu Blades for claws will really make my costume look nice. Thanks again for all your help, much appreciated.

Kinda new to posting on these forums. Yet, not new to the game. Haven't ever rolled a Claws/Regen Scapper before. Still kinda getting used to mids as well. Anyone have any build advice for me? I would like to maybe try PvP with this toon, but most likely will be PvE. Really enjoy playing this set. Now that I am of level to go red side for the powers. Thought I would ask around. Would like to know all the avenues I could take with her. High-Middle-and low range. When I was making this build, I ended up maybe taking things not when I should. Let me know what you think...
