you could grab 3 slots from build up by using 2 rectified reticle and one recharge, and move those slots to your attacks for more accuracy in your attacks. that's the only change i see at a quick glance.

I fiddled with the build a bit more during server downtime, tried to focus more on typed than positional, hit points when i could, improved accuracy. some of the changes are better than others, but since the servers are back up now, i'm gonna go play.

hope this gives you some food for thought, anyway. i'm sure someone else could do better...
