Stalker Spines cannot be customized

Are you trying to customize them via the costume tab or the powers tab?
They can only be customized in the latter.
(Apologies if you already knew this... I'm at work and don't have access to the game client to test your bug myself at the moment.)
Main Hero: Chad Gulzow-Man (Victory) 50, 1396 Badges
Main Villain: Evil Gulzow-Man (Victory) 50, 1193 Badges
Mission Architect arcs: Doctor Brainstorm's An Experiment Gone Awry, Arc ID 2093
