NCSoft Launcher wont install

Hey all, i put in a ticket for this but i thought id post here as well in case anyone has any ideas. A few days ago i upgraded to win7 ultimate 32 bit i was able to get coh on it just fine but the NCSoft launcher wont install. When i open the executable it appears in task manager like it runs successfully but the window shows up for a split second before disappearing. I tried running it as admin, i tried compatability mode for win xp sp2 and 3 and no luck. I turned off windows firewall as well and disabled my anti virus and still got nothing. I tried everying listed in this article including the link within to try and get it working and like the other things i tried i got nothing. I can still play via the old updater but i would like to get it fixed if possible
