Defender Inherent?
... that was the point of the original worthlessness... er, vigilance. That it would extend their ability to apply those buffs/debuffs as the team got into trouble. They were given the damage buff because the old Vig was of no use to them solo.

The other side of it would be that it's not something that would apply evenly across powersets. For example Traps would get no benefit from it (unless they did something special with it) since Power Boost type effects don't boost pets or pseudo-pets.
Similarly, Sonic Resonance and Cold Domination would get limited use out of such a thing.

Personally im not "unhappy" with the current vigilance, but it seems like the fender AT might be the only AT without an inherent that helps with their job, which is to buff/debuff.
The end discount is understandable because debuffs are end heavy, and the damage buff is good for soloing...but what about something along the lines of a scaling powerboost? -the control aspect of it(or maybe with it?)
or some other thing to help with the fenders job:buff/debuff
