Proc man concept build

Tactics are for those who do not have a big enough hammer. Wisdom is knowing how big your hammer is.
I've wanted to try a toon like this for awhile (one that crams as many procs into his powers as possible). I've decided on a blaster, because I haven't played one in awhile. I'm going for something that fits the concept, but is also playable, which is why most of the attacks use 3 procs and 3 other IOs. I figured anything less than 3 IOs for enhancements might not give enough
Below is a rough outline of a build. Any suggestions would be helpful. I'm also not entirely set on the powersets either, so if you have an idea of one that you think might work better, I'm all ears.
Has anyone else played a build like this before? And if so, how did it work out?
