That sounds like a poor connection to your monitor
First thing to try
Unplug your monitor cable and reconnect it - that should hopefully fix it (it should dislodge dirt and also the friction should break any oxidation layer on the contacts) - if not try some switch cleaner on the connectors. Repeat this at the monitor end as well if that can be unplugged.

Its not the monitor because the desktop looks fine, and so do the buttons on the character screen such as the Next Page, Store, Check Name and Delete buttons. Just everything underneath them looks fuzzy. How can I upload a screen shot? I have one saved of how it looks.
First you have to upload the picture to an image hosting site like photobucket. Then when you post a message use the insert image button at the top of the message box and put in a link to the picture.
And while you are at it please post the results of these two programs so we can see what is up with your system and settings.

I keep getting a strange glitch when loading my game, which results in having to exit out and restart several times before it goes away.
It looks like when you have static or distortion on a TV channel, and it only shows up after I select the server I would like to play on, and will continue until I restart the client repeatedly and get lucky. I have tried old graphics drivers, new ones and anything in between but it happens with the same frequency.
