All right, here's an idea for the basics for a Shapeshifting powerset.
Make it a defensive melee set, primarily toggled based with a few Resistance inherents thrown.
Anyway, as for the shapeshifting aspect. Have it work like a combination of Halloween costumes and costume change emotes. The new shapes would be connected to the toggles, turning on the toggle initiates some sort of transformation animation, a flash, and then your character has the new form, along with new defensive abilities, like a damage aura, increased regen, increased end recovery, increased recharge, or an increase to Res or Def, or whatever.
I figure the new forms could be split into at least two categories; Disguise and Elemental. Players would have the options to choose between each category for the toggles at the Power Customization screen.
Disguise would be thematically intended for Stalkers, obviously, but it could go either way. Each Disguise toggle would provide a set costume for an enemy group commonly found near the level the toggle unlocks at, like Hellions at low levels, then Freakshow, then Longbow, Carnies, etc, etc.
And Elemental would provide energy forms based on the common elements of the game, something like Fire, Electricity, Darkness, Radioactive, and Pure Energy/Light.
If a player overlaps two or more toggles, the player gets the form related to the toggle that was activated first.
