Returning Player Need new dm/regan build

title says it all, just came back to the game and decided to wipe the dust off my dm/regan scrapper. Hes 34 atm and his build is pretty messed up. So I was looking for an outline of "optimized" powers and such. I tried using the search function to find one but the alls i got were like issue 9 and back builds. I figured with i19 and fitness being inherient that may change a few things.

So outside just power selection advice on IO's selection would be much appreciated, basically I want a solid build I can go out and own with =P

Try reading the guides in the stickied post if you want information on basic slotting. That information will not be any different even if it is from old issues. Some powers may have changed slightly, but those shouldn't affect basic slotting strategy.

If you want IO set builds, most people won't make them for characters under 50. Most people won't just hand you a build unless they have one lying around. You will need to do some research on both DM and regen to figure out what kind of build you want. After that, post your build and include your goals for the build and you may get help with your build.

ok thank you for the post, if anyone does have any dm/regan builds lying around it would be much appreciated if you would post them, i guess for now I play him for awhile see where I have trouble and go from there.

I don't have a build, so you just get some general advice.

On IOs, you're shooting for recharge, recharge, more recharge and then defense. If you have a big budget, that means purple sets - very rare and very expensive sets that tend to have a +10% recharge bonus in them. You're also looking to get five Luck of the Gambler +7.5% recharges. I hear lots of people buy the Luck of the Gamblers with alignment merits instead of buying them on the market, which may make them easier to get for some. Then you'll want some sets with +5% recharge bonuses, like Doctored Wounds (a very nice set for several Regen powers), Crushing Impacts... I'm not remembering what else, but there are several. And of course you want Hasten for a very nice recharge bonus.

On the defensive front, you want to load up on power pool defenses. You definitely want Tough and Weave slotted and in use. I tend to add the Leadership pool (which has Maneuvers) and the Leaping pool (which has Combat Jumping). For IOs, you want a Steadfast Protection +3% defense unique. You should also find room in the build for a full Gaussian's Synchronized Fire Control set. Best bet is to stick it in Tactics or Focused Accuracy. Look for other sets with defense bonuses.

Consider making yourself a Villain long enough to pick up Shadow Meld. I hear good things, though the animation time is long, so probably best used for emergencies rather than being the first thing you click lest you eat excessively into your damage output. You have plenty of other things to click.

From your primary, your must have attacks are Smite, Midnight Grasp and Siphon Life. High recharge builds make an attack chain of just those three attacks, Smite -> Midnight Grasp -> Smite -> Siphon Life, and hopefully you'll eventually be running such a high recharge build. Until you get there, Shadow Punch makes a very nice filler, sticking either one or two of those into the chain depending on your recharge. I'm a fan of Shadow Maul, but it isn't universally loved. You've probably experimented with it. If you like it, keep it. If not, you can do without it, or you might use it simply because it can take some IO set you want. Soul Drain is a must have. You probably won't need Dark Consumption with the easy availability of other endurance recovery powers. I'm not a fan of Touch of Fear but some like it. Don't take Confront. If you want aggro, suck the soul out of something. That tends to upset them.

You'll very likely want to use the Spiritual (?) alpha slot for the extra recharge and healing.

I'm at work so no build from me either, sorry. To expand a bit on some of the things Werner pointed out...

Smite, Siphon Life and Midnight Grasp are your three main attacks. Sure, you can slot them as other things, but they are your bread and butter attacks. Don't even think about slotting them for anything but Accuracy, Damage or Recharge until you've got at least 1 SO worth of ACC, 2 SOs or so worth of Recharge (Mainly in Siphon Life and Midnight Grasp) and are at or near the ED cap for Damage. *THEN* you can start thinking about tossing in procs or +Heal and the like.

Now, don't be afraid to take and use other attacks especially in the lower to mid levels as it's hard (not impossible, just hard and probably not worth the other sacrifices) to get enough +Recharge to make the 3 attack chain seamless until you're 50 and have slotted yourself with the Spiritual line of Alpha Boosts.

As +Recharge is the primary goal for any /Regen character, make sure you take Hasten (Recharge!) and Combat Jumping (Place for Luck of the Gambler +Recharge *AND* +Defense). Also strongly consider taking 2 of the following three power pools as your other two Power Pool choices: Fighting (Tough and Weave), Leadership (Maneuvers and Tactics) or Concealment (3 more places to put Luck of the Gambler +Recharge)

Also make sure to grab the Steadfast Protection +3% Defense IO and put that in Resilience. Sure, you can put it in Tough, but Tough has better baseline +Resistance numbers to enhance.

Werner's suggestion of Doctored Wounds in things like Dull Pain and Reconstruction is a great idea and works quite well.

One other thing to mention just in case is the Rule of 5 when talking about IO bonuses. You do not receive any IO bonuses past the first 5 in any build. For example, Doctored Wounds (Heal set), Obliteration (PBAoE Damage set) and Crushing Impact all grant a 5% bonus to recharge speed. If you have 2 full sets of each of these three IO groups on a character, only 5 of the 6 +5% Recharge bonuses will work.

Now, there is one exception to this. The +7.5% Recharge bonus from the Luck of the Gambler +Recharge IO is not the same as the 7.5% Recharge bonus from IO sets like Basilisk's Gaze. So you can have 5 Luck of the Gambler +Recharge in your DM/Regen Scrapper build for +37.5% Recharge *AND* still get another 7.5% recharge from putting 4 pieces of Basilisk's Gaze into a APP Hold like Char from Blaze mastery.

Lastly, if you have Going Rogue, make sure you do your Tip Missions. That is how you get Hero and Villain Merits (assuming you're full Hero or Villain and not a Vigilante/Rogue, they're also known as Alignment Merits) and Alignment Merits make getting the more expensive IOs (Kinetic Combat, Luck of the Gambler +Recharge, Numina/Miracle/Regenerative Tissue uniques) a lot easier and quicker. I'd much rather take 4 days to run 22 missions to get 2 Hero Merits to "buy" a Luck of the Gambler +Recharge to use than to buy it using my Inf. Of course, you could also use the Alignment Merits to "buy" other IOs that sell really well, craft them and sell them then use your newly earned Inf to buy what you want. Both methods work.

Anyway, time to work. There's plenty of other DM and /Regen experts that will weigh in as well so I'm sure there's more great advice coming.
