Powerset Question?

The two new powersets, Dual Pistols and Demon Summoning? Are they ONLY useable, if you START with a character in Praetoria? I just got the Going Rogue Expansion, and I really would like to know!

There's actually four new powersets (Kinetic Melee and Electric Control being the other two), and all of them can be taken by any applicable AT (Hero, Villain, or Pretorian), as long as you have Going Rogue on the account.
