Possible to softcap defense on claws/wp? Take 2
I'm not expert on Claws or Willpower, but you probably need an attack chain. Pressing random attacks as they recharge is not the most efficient way to deal damage. Calculate the damage per activation time, include Arcanatime in your calculations, and figure out the best three or four attacks to string together for high DPS.
You might want to focus on 32.5% defense instead of trying to hit 45% on everything with a Scrapper. At 32.5%, you can soft-cap with a small purple inspiration when you get into really tough fights. Anything inbetween 32.5% and 45% is potentially lost recharge bonus because you will probably use purples in tough fights.
Trying to softcap positional defense on a Willpower character is a waste of time and resources, and will be an exercise in frustration for you. (Not trying to be mean, just giving my honest opinion.)
Why are positional defenses a waste of slots? Because Heightened Senses (Willpower's only native defense power) gives you TYPED defense, instead of the positional all your slotted sets here provide.
The way you are slotted right now, your native defense powers and bonuses are working against each other. You get some typed defense from Heightened Senses, and some positional from your set bonuses, but since they do not stack with each other, they are actually working against each other, resulting in less overall defense than if you chose bonuses that will stack with Heightened Senses.
Some sets you can use to get typed defense include: Kinetic Combat (S/L), Eradication (E/N), Reactive Armor (S/L/E/N), Rectified Reticle (S/L), and a number of others that aren't coming to mind off hand.
Here's what I did with your build. I swapped around a few powers here and there, and reslotted some stuff, I ended up giving you MUCH better defensive values than I thought I could. Energy and Negative Energy are softcapped, and Smashing and Lethal are at 43%, which is so close to softcapped it might as well be. Fire and Cold are the lowest values at 34.9%, but attacks that are pure Fire or Cold damage are exceptionally rare, most of the time your S/L defense will prevent it from landing.
I dropped Confront, because you don't really need it. I took the slots that were in it and put them in Boxing for a set of Kinetic Combat. You were getting a 2.5% bonus to S/L defense from Mocking Beratement, slotting Kinetic Combat in Boxing gives you 3.75%.
I also took a few powers earlier than you had them, like Spin and Maneuvers. And I took Strength of Will and put your 2 defense uniques in there instead.
It also has 2,195 HP, and is around 1,000% regen with 10 targets in RttC. It has just under 50% resistance to Smashing and Lethal damage as well.
You lost a little bit of recharge, but honestly, Willpower doesn't benefit from recharge at all, and Claws can run a good attack chain with very little recharge. In my experience, running Follow Up-Slash-Focus-Strike deals pretty solid damage, and should be doable with the amount of recharge I left you.

Thanks a million for the input. Thats what I needed to hear. Im still learning the ropes with IO sets and what works with what.
Elsewhere I posted (Overkill?) about my claws/wp scrapper Clawsome wondering if my recharge was overkill but it was poorly worded. MY real question is - Can I get her to softcap defense without hamstringing her ability to do massive amounts of clawsome! damage or is it just not going to happen?
