Can someone explain Chain Induction to me?

According to the Detailed Info on the power, it supposedly does 288 average damage. Yet, the first person I hit with it usually only gets 60 points of smashing and 39 points of energy damage (white-con minions, power fully slotted with 1xAcc, 1xEndRed, 1xRech, 3xDam, Level 30 IO's).
In what number system does 60 + 39 = 288? Not Base 10, that's for sure. Is the "possible" +47 points of damage done to nearby foes counted in the Average? |
