Leveling an Earth/Cold
Wow there's a lot to reply to here. I concentrated on the final build because the rest I think is more or less up to you. The build is already very good, great job. I played around with some slotting and made a few small revisions that are up to you. These changes bring you to perma-Hasten status while retaining the melee soft cap.
Main changes:
- Removed slots from Stamina and Health aimed at +Recovery. With Heat Loss on a fast recharge build like this you will not miss them.
- Changed slotting in single target immob to damage focus with +Recharge bonus
- Took AoE immob for Containment purposes
- Changes to Sleet to emphasize procs over -Defense (which you already have a lot of)
- Changes to Earthquake to max -ToHit and get some set bonuses
- Dropped Quicksand, Snow Storm. You may decide to re-add one or the other. I would not take both. If you do this, the power I'd drop is Super Speed, but read why I added Super Speed first.
- Added Super Speed, slotted with Winter's Gift. This stacks with Arctic Fog for 80% Resistance to slow and -Recharge powers. It also lets you stealth better than an IO by itself because it does not suppress on damage.
- Added Salt Crystals. It's not the best power but it has its uses and is a very good source for slotting the purple Sleep set
- Changes to Fossilize to reach green levels of Accuracy/Hold/Damage while netting a Recharge bonus
- Swapped out Numina's in Earth's Embrace for the cheaper Doctored Wounds

Thanks Tex, I think your changes are real improvements.
I hadn't thought about how Winter's Gift's unique interacts with Arctic Fog. I'll have to consider that for my other Colds.
Using your build, I made some very minor tweaks. Lysosome in Infrigidate. Golgi in Frostworks. Changed Efficacy Adaptors to Performance Shifters and shifted back to Numinas in Earth's Embrace, to get the Regen bonus. Yeah it's more expensive but, "in for a penny, in for a pound".
I'm quite juiced to get to that final build now, I think it looks like this may be the best support character in my stable (and there are a few to choose from).

I'd dump Frostwork for anything else. I'd take a second Brawl over Frostwork, on a controller.
If you haven't already, go check out the /cold corrupter guide for a great explaination of why Frostwork doesn't matter.
I know exactly how Frostwork works. I also believe the author of the Cold Dom guide has a bias against the power. Turboski would tell you of how it's useless against HP capped Tanks, Blasters or Stalkers, but the author neglects to go over the high value a VEAT or Brute would get. Just because, for many ATs, it isn't optimal, doesn't make it a bad power.
Bottom line, it provides more HP, which not increases Regen, but makes a teammate survivor longer. Period.

My newest lowbie is an Earth/Cold troller. I don't see a lot in game and don't see a lot of chatter about the combo on this forum, but it seems like a mighty fine pairing to me. Crazy -Def (base values for Quicksand + Earthquake + Sleet = -65) and tons of Slows (base values for Quicksand + Snow storm + Sleet = -205.5). Then you get to the effects I really value (+Def, -Res, knockdown patches, holds)
Rather than jump straight to a level build with purples, etc, I'd like to go through leveling stages - at 25, 40 and, for the final build, 50.
Let me set the stage a little, this is a pure team build, not worried about solo damage or solo protection.
First, here's level 25. I expect to get there before i19 so I included Fitness. For this, I'm trying to eek out any recovery bonuses I can, but frankenslotting for power effectiveness is the priority. I'm trying to sneak in a little damage via Stone Prison and a smidge in Fossilize.
This will be the framework that gets me to 40.
