Question concerning auto powers and procs

It checks once every ten seconds. We can't be sure both powers operate on the same timer, though, without watching for it.
I would assume both powers are on different timers, but they both start as soon as the power activates, which would be the same time.

I have two Perf Shifter procs on my Spines/Dark Scrapper. I don't know when they fire, specifically, but boy do they sure show up a lot in the combat log spam!
The same character also has a Theft of Essence: Chance for +Endurance proc in Dark Regeneration. It's overkill, but it's funny to see so much endurance generated.

The two powers do need to have the same activation period for that to be true. I haven't looked, but it does seem likely that Stamina and QR have the same activation periods.
The reason that matters is that the proc actually activates when the power's refresh activations tick, but checks are only allowed once per 10 seconds. I presume the 10s suppression window has to be start after the last allowed activation check, otherwise you'd end up with problems aligning the proc's activation window with various power activation intervals.

I have a SS/WP Brute who will be picking up both Quick Recovery and Stamina and will eventually have a Perfomance Shifter chance for +End in both.
I was just wondering how the procs worked, would it be that every 10 seconds it rolls for the procs or is it staggered?
As personally I would like them to be staggered by 5 seconds (So that every 5 seconds there would be a chance to proc) for a more stable end supply rather than a bursty supply.
