Claws/Regen with S/L defense.

I was looking into options for my post I19 build for my main and came up with this one.

It puts me a small purple away from softcap to smashing and lethal damage, and has perma DP potential.

Anyone see any obvious flaws, or inobvious ones, that I may have missed?

Do you really need more endurance? I'd consider looking at another APP/PPP

Question 1: Would it be easier to cap melee defense rather than S/L?
Question 2: Which defends against more attacks for a scrapper on average, melee or S/L defense?

Probably, but the most common defense debuff in the game is a machine gun. A couple Council goons open up with em and my defense goes away in a hurry, since /Regen doesn't have any kind of debuff resistance at all. Lethal will protect against that (slightly), while melee won't.

It's still going to happen, but if I focus on melee it will happen much sooner, since there won't be much of anything stopping the bullets from hitting the first time.

Also, I'd like some kind of defense against those damned Council Marksmen that spawn 5 at a time and slow the crap out of me. A slowed /Regen is, more often than not, a DEAD /Regen.

See above. Anyone shooting a machine gun at me will strip my defense away to nothing quickly, and there are a lot of enemy groups that will stand off and shoot you while some of their buddies engage you in melee.

Since I don't have a taunt aura of any kind, or really any way to decide where they are going (other than Shockwave), if they decide to fan out and shoot me instead I'm kind of screwed.

Every attack that misses me is one that I don't have to heal back. And if they debuff my defense, they aren't going to be missing me for long. I've built for melee defense before, and monitored it in fights. Against Council, Malta, Crey, 5th Column, and just about any other enemy group that fires machine guns, my defense lasts about 5-6 seconds into a fight, after which I might as well have focused all my slots on recharge instead.

Just my attempt to try and get defense that isn't made pointless by defense debuffs.

Shadow Meld would help some here...
I have mine setup so I'm 10+ over the softcap in S/L and melee with Shadow Meld active which is coming back every 30 seconds or so.

You could replace assault with Combat Jumping to add a bit more defense and it would be a nice spot for one more LotG global recharge to help with getting Dull Pain perma.

Edit: Forget the above, you're already in 4 power pools and DP is already perma.

Already have 5 LotGs anyway.

I could replace the Concealment pool with Leaping and take Combat Jumping, but that would leave me with places to pt 4 LotGs, as opposed to the 5 I have on this build.

I could take Shadow Meld, but I didn't really want to take this character villainside, so if I can avoid it I'd like to.

Looks pretty tight to me. If you were willing to give up the +Chance for Build-up in Follow Up and the Performance Shifter in Physical Perfection you could squeeze out a soft-cap to S/L. Get the 2 piece Rectified Reticle bonus in Follow-up, which would replace some of the to-hit you would lose from the Guassian. Move the slot from Physical Perfection to Invisibility and put a common Defense IO in it and you're at 45% S/L defense with Invis toggled on.

Why would I want to do THAT?!

Sure, I could be softcapped.......and incapable of attacking while being softcapped.

Not trying to be mean, it just seems like you didn't think that through very well. Invisibility causes "Only Affecting Self" status, meaning you cannot attack at all while it is active. If I'm going to be softcapped, I'd like it to be while I'm killing stuff.

You don't need to get hp set bonuses with DP being up all the time... Meaning you can switch QR to 3 slots: Perf Proc, Perf +end, and a 50 End IO. Put the lvl 50 slot in Integration, and slot it with Numina heal/end, Numina Heal, and 50 heal IO. FH can be switched to a numina unique, Numina heal, and regen tissue +regen.
Also, switch your two miracle slots from PP to FH. This means that if you ever exemp, you'll still get the bonus from the unique. Also, your overall regen increases, while keeping your recovery the same.
After the above, it looked like this:

If you wanted to trade a bit of accurate for a bit of tohit, plus a free slot, you *could* flop weave over to a LotG +7.5, an Enzyme, and a Kismet +6.
Your defenses stay the same and you free up one more slot if you want it (CP or something? That's knock off 27 seconds)

That's all I'm seeing. Pretty good build.
*if* you wanted shockwave for some soft mitigation, and *if* you wanted a winter's Gift for slow resistance, you *could* try something like this, too.
