Melt Armor for a Shield/SS tanker?

So I'm looking to take my main character to the next level, and trying to rethink things. Going through possible powers, I did a double-take at Melt Armor, which I'd always ignored in the past.

But now with Bruising, I'd be (in theory) putting -30% worth of resistance debuffs on bosses.

Has anyone tried this? What are your thoughts?

Also, the current build I'm considering is below. I'm willing to go for anything short of purples and PVP sets. Any and all comments are welcome! He's currently sitting on his freespec with a decent amount of cash on hand.

Do an attack chain planner inclusive of effects. You got to work out say if the endurance used to do more damage per end is going to be less than it would be without Melt Armour. I didn't like it, from a numbers perspective and thought that with a team assault might be better. Res to placate from assault is pretty nifty if you can't put too many slots in taunt.

That's a good point. Assault would be better in terms of straight damage, unless you're already at the damage cap. Which most tankers never hit on their own (or in teams for that matter).

There's also the incredibly long recharge to account for, which is why I skipped it on my WP/FM/Pyre Tank. That, and I needed a different power so I could slot for more +HP.

Fwiw I do have it on my F/F/B Blaster on one of his builds and it does help him, however that build is used on AVs and Pylons and as such gets more chances to apply it. He also has the END to spare since he doesn't run 8-11 toggles like some Tanks do.
