Elec Control Chain powers: Only supposed to drain end from the first one hit?

That is what real numbers says and is what happens with the KD one, but I'm wondering if it was supposed to drain all affected enemies, but couldn't for some technical reason, or if its power intent and design is to only drain the initial target.
