VetPets require the character to be standing on the ground when the pet is summoned.

While using hover, I am unable to cast Veteran power Blue Wisp pet. Please fix. The fact is the AI reasons the avatar is using hover or fly and cripples the power altogether. Distance from the floor is a moot point.
