You are running windowblinds. Tell it not to reskin anything in the CoH folder and it will load up fine.

I can't find anything called windowblinds (will keep looking) any idea how I get to that thing?
If you can't find it under program files it should be here C:\Program Files (x86)\Stardock\MyColors\VistaSrv.exe It looks like they renamed it for vista. A second possibility is go to your city of heroes subdirectory and right click on the .exe files. Then select properties and choose the compatibility tab. Then check disable visual themes and desktop composition. At least that's how it works in win7.

OK for reference of anyone else that has this issue
In start menu, click "All Programs" and look for 'Stardock MyColors', launch it and say yes to any UAC prompting to let it change settings on the system.
There will be tabs along the top of the window that opens up, select the "Settings" tab
Under the settings tab, there is a section called "Exclusions" which lists excluded programs, and to the left of it is an ADD button, click that button
You will get a standard file browsing UI, navigate to your main drive, Program Files (X86), City of Heroes, and select the 'cityofheroes.exe' file to be excluded.
Repeat for the cohupdater just for good measure and to be safe.
There doesn't appear to be any save mechanism, so you should just be able to go back to the main tab and close the 'mycolors' window (or just click the close X in upper right of the window)
Once I did that I'm up and running.. in Ultra mode! (well That is I got to the login screen, I can't really try playing the game till lunch
OH for grins, I also had it exclude the CohHelper, and that now runs without an error also
Thanks for the fast response, hopefully the details above help any other users that have the same issue with this HP provided software and the COH game just appearing to stall or lock-up at the little loading graphic
Get the 10.8 drivers that just came out.
I have a brand new HP Envy 17" laptop, Intel Core I7, AMD Mobility 5850, 8 gigs of ram, 1G dedicated video ram, running Win7 Ultimate 64 bit
When I try to start Cityof, the updater works normally (although was slug slow monday night) and then after clicking start I get the blue "loading" bar graphic and nothing more. The Cityofheroes.exe spikes briefly to around 75K, then drops to 65K and just sits there, not using cpu or anything.
I have:
* Disabled the stupid HP stuff that lets you do basic stuff without the OS loaded, system boots to windows not the HP mini-os junk
* Kicked norton AV off in favor of the MS Security Essentials
* Ensured that both COH exe's are NOT running in compatibility mode, and ARE set to run as admin.
* Installed the latest BIOS from HP
* Installed the latest Audio Drivers from HP, also touchpad driver as well.
* Installed the latest Video Drivers from HP (8.741), also tried an older version(8.712), and a newer one from ATI site ( Cat 10.7/ Vid 8.753). I even completely removed old and then installed the drivers, with restarts after each phase (uninstall, restart, install, restart, test)
* Checked for bad memory by running it with just 4G of ram (twice, once for each stick of memory)
COH Helper runs but crashes with the following Unhandled Exception error (perhaps a clue?)
