Forgive me if this has already been addressed, I didn't see a thread on this yet.
Does the +tohit in Power Siphon multiply like the +dam does? Is it supposed to? Mid's seems to say yes. Combat Attributes seems to say no. 7.5% seems comparatively small if that's all it gives.
