Do procs apply before damage?
Damage first, then proc.
To see proof of it in action, slot an Achille's proc in Slash (from Claws) or Gambler's Cut (from Katana). Normally, both powers do 2 ticks of equal damage, but when the proc activates the second tick will do slightly more. This is because the proc activates simultaneously with the first tick, and their resistance is reduced for the second tick.
Actually, I guess neither is correct, and the damage and proc are applied at the same time.

Proc chances activate simultaneously with the first tick of damage, such that a -res effect like Achilles' Heel gives will improve all but the first damage tick in a DoT, but not the initial shot for things like Broadswords. For a very simple illustration, look at Scream from Sonic Blast, which has this effect naturally - a quick DoT with -res such that the first tick does less than the rest of the attack.
Rule number six of an empathy defender is NEVER underestimate a blaster's ability to die. I don't care if he has CM, Fort, both RAs, bubbles (both FF and Sonic), and is fighting next to a Storm defender with hurricane on. If there is a way to die in that situation, the blaster will find it.

Does anyone know if for example achilles' heel proc applies before the power that triggered it does damage? So if I for example slot it to shield charge do I first get the -res and then damage from shield charge, or first damage and then -res?
