In CoH, EVERY human have potential for psychic abilities. It's just higher for some people and no everyone get the trainning. That's why the PPPs also have psychic powers at higher level.
Aside from that, they only have "natural human" powers.
P.S. What you described, getting powers after an experiement, that's science origin. Mutants are born with there powers. (but they are "unique" among there race)

In short, the "10% of the brain" myth is not even remotely true.
Now could someone explain to me (before I begin writing fan fiction) how a Widow is of natural origin considering the abilities she possesses? I mean that is the part I am not understanding. I know why the soldiers are of natural origin, but for the life of me I can't understand why a widow wouldn't be mutation considering they get their abilities (it would seem) from an experiment within Arachnos.
