Rubberbanding

Is anyone else having a rubber banding problem? It just started recently. I can't run thru zones or missions. Its on all servers (well virtue an protector atm). I tried /sync , /unloadgfx and /reloadgfx to no avail. I play on a hp laptop with a Intel graphics accelerator card. its been working fine up until 2-3 days ago. Ive tried to change color theme from Aero to Windows basic. I can't run on Ultra mode and I've tried to run with Advanced graphics on and off, nothing works. I've asked around and I've heard of others having similar problems.
