DP/Rad high recharge build

I've removed this post, because I've added a much better build below.
I did some more optimization of my DP/Rad build with high recharge and defense this time. It only uses 2 purple sets, yet still has perma-AM and perma-Hasten and has capped smashing/lethal defense. Also, every attack power is taken at the earliest possible level and is 6-slotted for maximum damage. This is the build that I think I'm going to aim for -- it's probably one the of the best optimized builds that I've ever made (at least for the way I like to play).

I know Choking Cloud is lower Mag and has no secondary effects, but the recharge on EM Pulse is insane, even in a high-recharge build like this one. The extra 1 magnitude and secondary benefits don't seem worthwhile to me over the chance to have this toggle running all the time, with a pair of damage procs in it.

If you want to spend most of your time at range though the end drain of CC might make it less than optimal for you.
Oh, there's no question that much of the time it won't get run. My attitude is that it's a better hold power that I can cram Unbreakable Constraint into for the 5 piece 10% recharge bonus, plus get some hilarous proc scrubbing by dropping in the Ghost Widow Proc in, in addition to the Smashing proc from UC, when I do have it up.
I've made a version of the build with CC instead of EM Pulse...it's a bit on the insane side with quadruple damage procs 8-). I think I'll try out both builds, but the CC proc insanity (93% chance to proc some damage against each target in a 15 foot radius) is sounding quite appealing. The build still has capped S/L and perma-AM and perma-Hasten. I also moved super-speed earlier for invis when leveled down.

I was messing around with an idea to recreate my purpled rad/psi defender as a dual pistols/rad corruptor, mostly for aesthetics. I already have the corruptor at level 50 with generic IOs and will be switching sides on one of the characters in order to transfer the rares.
The build will be more for AoE offense than my defender, and against single hard targets, the attack chain will be: dual wield, executioner's shot, dual wield, piercing rounds, repeat.
Would an attack chain that includes pistols be better for DPS than the planned one? Also, are there any changes I should make to increase passive survivability without sacrificing too much recharge (keeping perma-hasten)?
