From the Guide to Perma Domination with IOs, which is one of the guides at the very top of this forum in the big, stickied, easily noticed "Dominator Guides" topic:
With common IOs:
3 slotted hasten needs an extra 69% recharge from sets
So at the moment, with Hasten not active (I have it 3 slotted with level 50 IOs. Of course they are common since Hasten doesn't take sets), I am at 48.75% global recharge, and thus need an additional 20.25%.
The remaining set pieces I am still missing will net me 26% (4 6.5 bonuses). So it looks like I have it. And since I swapped out SS in my build for Hover, I can go ahead and appropriate a LotG for an additional 7.5% if I feel like it. I have a feeling that this will also make my Fortunata almost perma as well.
