On every toon, every server, every gfx setting, I get black squares instead of character portraits and costume change slots.

Please download and run CoH Helper and paste the output here. That will give us some more useful info to work with.

It is known that there are an infinite number of worlds, simply because there is an infinite amount of space for them to be in. However, not every one of them is inhabited. Therefore, there must be a finite number of inhabited worlds. Any finite number divided by infinity is as near to nothing as makes no odds, so the average population of all the planets in the Universe can be said to be zero. From this it follows that the population of the whole Universe is also zero, and that any people you may meet from time to time are merely the products of a deranged imagination.

Ah, Intel graphics. I17 has been a bear for folks with those. Couple things you can try. Run the game in safe mode and see if the issue vanishes. If it does, up your graphics slowly, noting whether the problem returns until you find acceptable settings where the problem is gone. To enable safe mode, in the updater when you get to the TOS screen but before clicking Accept, select the Safe Mode check box. This will force the game to run at minimum graphics.

You can also try the -useTexEnvCombine switch and see if that helps.

1. Right click on your CoH shortcut
2. Click on Properties
3. Click on Shortcut tab at top
4. Go to Target window which should show: "C:\Program Files (x86)\City of Heroes\CohUpdater.exe"
5. After the last " press space once
6. Enter the following code exactly: -useTexEnvCombine
7. Click on Compatibility tab and make sure the Run as Administrator checkbox is selected
8. Click Apply and then Ok
