That thread is pretty much devoted to doing this kind of thing... It helps if you post a pic of what you've done so far so they at least have some idea of what you are going for but they've built from scratch a time or two as well...
I've done this once and got great feedback, I'm stuck on a villain I want to make. This villain will be a earth/eng dom who uses crystals and beams. For some reason when I thought about it making a crystal looking character sounded easy but then I attempted it and struggled.
The character is male, and I was trying for a brighter color scheme but if you come up with something darker that'd be cool to. I've got a couple origins in mind, so magic, tech, etc. themed costumes are okay.
